Nitin Gadkari ‘Ashamed’ Over Mumbai-Goa Highway Delay, Refuses to Attend Inauguration
Union Road Transport and Highways Minister Nitin Gadkari has delivered a brutal verdict on the long-delayed Mumbai-Goa highway project, saying he is “ashamed” by the prolonged construction and will skip its eventual inauguration.
Instead of cutting a ribbon, Nitin Gadkari says he plans to do something far more revealing: land in Mumbai in October, get into a car and drive all the way to Goa himself to see whether the highway is actually ready.
The minister made the remarks in Goa after inaugurating a six-lane elevated corridor in Porvorim.
Gadkari: ‘I Am Ashamed’ of the Delay
The 555-km Mumbai-Goa highway has become one of India’s most notorious delayed infrastructure projects.
Nitin Gadkari said the project has been held up for far too long and blamed contractors for failing to deliver.
“The Mumbai-Goa Highway has been quite delayed, and the contractors have failed,” he said, adding that he would not attend the inauguration because he felt “ashamed” by the delays.
The minister said he had effectively stopped waiting for an “auspicious time” to inaugurate the road.
According to Gadkari, a recent review meeting indicated that the highway was approximately 93-94% complete. But rather than relying on progress reports, he intends to inspect the road personally.
“I shall deboard at the Mumbai airport and come to Goa by car,” Gadkari said, describing his plan for October.
Contractors Face Gadkari’s Biggest Threat Yet
Gadkari’s frustration did not stop with the Mumbai-Goa highway.
He issued an unusually strong warning to contractors and officials responsible for delayed or poor-quality infrastructure projects, saying his ministry could set a new “record” for blacklisting and debarring contractors and suspending officials.
The minister has repeatedly pushed highway agencies to complete projects on schedule and maintain construction standards.
The Mumbai-Goa project has endured multiple missed deadlines, with previous targets including completion in 2016 and later deadlines announced by the government.
Issues such as land acquisition, legal disputes, environmental and forest clearances, and monsoon-related problems have contributed to delays across different sections.
Why the Mumbai-Goa Highway Matters
The highway is intended to transform road connectivity between Mumbai and Goa, particularly across Maharashtra’s Konkan region.
Of the roughly 460-km Maharashtra portion, the National Highways Authority of India is constructing about 84 km, while the Maharashtra Public Works Department is handling around 376 km.
For motorists, however, the percentage-complete figures matter less than one question: When will the entire journey actually become faster and easier?
Gadkari’s planned October road trip could provide a real-world answer.
Porvorim Gets a Six-Lane Upgrade
Gadkari’s remarks came after the inauguration of a major elevated corridor at Porvorim in North Goa.
The project is designed to reduce congestion on one of the state’s busiest routes, particularly traffic heading towards the popular North Goa tourism belt.
Gadkari said the upgraded corridor would increase road capacity and improve travel times.
He also called for Goa’s highways to evolve into “green highways”, with scientific landscaping, better roadside design and infrastructure that can support environmental goals.

Goa Highways Could Become Tourist Attractions
Gadkari also urged Goa to use highway-side amenities to showcase the state’s identity.
He suggested facilities promoting Goan food, architecture, handloom and handicrafts, allowing travelers to experience local culture while stopping along the highway.
He further called for conventional fuel stations to be supplemented with infrastructure for electric vehicles, biofuels and other alternative fuels.
For now, though, the spotlight remains firmly on the unfinished Mumbai-Goa highway.
After years of delays, Gadkari says he will not stand at the finish line for the cameras.
He wants to drive the road himself and see whether the promises finally match reality.
