Gianni Infantino Proposes Independent FIFA Governance Review Over Mounting Pressure

FIFA president Gianni Infantino has proposed an independent external review of the organization’s governance as pressure grows over the abandoned World Cup commercial plan and FIFA’s handling of Folarin Balogun’s suspension.

Infantino’s proposal marks a significant development for FIFA after several members of its governing council called for greater scrutiny of decision-making at the world football body.

In a letter sent to FIFA’s 211 member associations, Infantino said he would ask the FIFA Council to consider commissioning an independent review of the organization’s governance framework for major strategic initiatives. The council is expected to discuss the issue at its next meeting in Zurich on October 15.

Infantino Opens Door to External FIFA Review

Gianni Infantino also proposed a structured consultation involving FIFA’s confederations, member associations and other stakeholders.

The proposed process would examine how major decisions are made and whether the respective responsibilities of the FIFA president, Bureau, Council and Congress should be strengthened.

Transparency, participation and accountability would also form part of the proposed discussions.

However, Infantino has not specifically committed the external review to examining the two controversies that triggered much of the recent pressure: the abandoned FIFA Forward Enterprise (FFE) proposal and the handling of U.S. striker Folarin Balogun’s World Cup suspension.

That distinction will likely matter as FIFA members consider the proposal.

World Cup Commercial Plan Sparked Backlash

The governance debate intensified following the collapse of the FFE plan, which involved creating a company to manage commercial and ticketing rights connected to FIFA competitions.

The proposal included plans for a private investment stake in the new entity and faced opposition from several major football confederations. FIFA subsequently abandoned the initiative after the details became public and criticism mounted over the decision-making process.

Football Association chair Debbie Hewitt, who is also a FIFA vice-president, subsequently demanded that FIFA release documents relating to the proposal.

In a letter to Infantino and FIFA Secretary General Mattias Grafstrom, Hewitt also called for an explanation concerning the decision to suspend Balogun’s one-match World Cup ban.

Debbie Hewitt had specifically sought an independent examination of how the FFE proposal was developed, who was involved, and how the private investment process was handled.

Balogun Case Adds to Governance Questions

The Folarin Balogun controversy has become another focal point in the debate.

The U.S. forward was initially expected to miss his team’s World Cup last-16 match against Belgium after receiving a red card against Bosnia-Herzegovina.

FIFA subsequently suspended the automatic one-match ban for a year, allowing Balogun to play. The governing body cited a rule permitting suspended sanctions but did not provide a detailed explanation at the time.

Donald Trump later confirmed that he had contacted Infantino regarding the suspension.

Hewitt has sought the documentation behind the decision, adding another issue to the broader discussion about FIFA’s governance and transparency.

FIFA Funding Debate Also Intensifies

The governance controversy comes alongside growing calls for FIFA to distribute some of its substantial cash reserves to national associations.

UEFA and CONCACAF presidents Aleksander Čeferin and Victor Montagliani have sought payments of at least $10 million per national association, while the Asian Football Confederation has also raised the issue.

The funding question is expected to feature on the agenda for the October FIFA Council meeting.

Infantino Faces 2027 Election

The governance debate also comes months before Infantino is due to seek a fourth term as FIFA president in March 2027.

Several national associations have withdrawn previous expressions of support following the recent controversies, while football confederations in Africa, South America and Oceania have continued to back Infantino.

The proposed external review therefore arrives at a particularly consequential moment for FIFA.

Its eventual terms of reference, scope and recommendations will determine how extensively the organization examines its decision-making structure. For now, Infantino has opened the door to independent scrutiny while stopping short of committing that review specifically to the FFE and Balogun controversies.
