Macron Unveils ‘Advanced Deterrence’ Plan as France Expands Nuclear Arsenal
In a landmark shift for European defence policy, Emmanuel Macron has announced that France will increase the number of its nuclear warheads and introduce a new security framework allowing temporary deployment of French nuclear-armed aircraft to allied European countries.
Speaking at the Île Longue nuclear submarine base in western France, Emmanuel Macron outlined what he called an “advanced deterrence” strategy — a deeper nuclear-security relationship with key European partners. The initiative is designed to complement, but remain distinct from, NATO’s nuclear arrangements.
What Is France’s ‘Advanced Deterrence’ Strategy?
Emmanuel Macron’s proposal would allow France’s “strategic air forces” to operate temporarily from eight European countries: Germany, the United Kingdom, Poland, the Netherlands, Belgium, Greece, Sweden, and Denmark.
Under the plan, French nuclear-capable aircraft could be deployed for exercises or strategic positioning across the continent. However, Macron emphasized that the ultimate decision to use France’s nuclear weapons would remain solely with the French president.
The announcement marks the most significant update to French nuclear doctrine in decades. France currently holds the world’s fourth-largest nuclear arsenal, estimated at roughly 290 warheads. It has not increased its stockpile since the early 1990s.
Macron confirmed he has ordered an expansion of the arsenal but said France would no longer publicly disclose precise figures, reversing a policy of relative transparency.
Why Now? Rising Global Nuclear Risks
The French president framed the move as a response to a “hardening” global environment. He cited Russia’s war in Ukraine, China’s rapid military expansion, and nuclear build-ups in Asia as contributing factors.
Macron also warned that instability in the Middle East could spill into Europe, particularly amid escalating tensions involving the United States, Israel, and Iran.
“To be free, one must be feared,” Macron declared, underscoring his belief that credible deterrence prevents aggression rather than provokes it.
His remarks come amid broader geopolitical uncertainty and European concerns about long-term security guarantees from Washington, especially under Donald Trump’s leadership.

Europe’s Response and Strategic Implications
Leaders from several European countries have confirmed their willingness to engage in discussions around the initiative. Germany and the UK are expected to play key roles, with Berlin already announcing plans to deepen nuclear coordination with Paris.
The programme does not replace NATO’s nuclear-sharing arrangements but aims to “Europeanise” deterrence by strengthening the continent’s strategic autonomy.
France and the UK remain the only two nuclear-armed powers in Europe. By contrast, the US and Russia possess thousands of warheads each, dwarfing France’s arsenal.
Macron stressed that the move is not intended to trigger an arms race but to ensure that no adversary could contemplate striking France — or Europe — without facing devastating consequences.
Political Stakes at Home and Abroad
The announcement also carries domestic political implications. France is heading toward a presidential election next year, and security policy is expected to feature prominently in public debate.
By expanding France’s nuclear posture and positioning it as a central pillar of European defence cooperation, Macron is reinforcing France’s leadership role within the European Union.
At the same time, the policy raises complex questions about sovereignty, deterrence strategy, and nuclear transparency — issues likely to spark debate across European capitals.
